Place 1.5 cups of water and the milk into the Instant Pot liner.
Add dry pasta and stir.
Add butter and cheese powder.
Close the lid, make sure the vent is sealed.
Select MANUAL, HIGH pressure, set the time for TWO minutes.
Once the cook time is done, wait 2-3 minutes and release the pressure, carefully.
Stir well and serve.
